Drivers for solar growth The last two years have been marked by significant legislative changes that underpinned the development of the Romanian PV sector.
National targets for solar PV With an average of 1,900 to 2,400 annual sunlight hours, Romania has significant natural potential for solar PV development. Yet, the country has not set ambitious targets for renewable energy sources, aiming for only 30.7% of its final energy consumption to come from RES by 2030.
The electricity price considered for Romania is 0.1734 €/kWh, which is the average price in the first quarter of 2021, according to EU statistics . Thus, the LCOS values must be less or equal to the aforementioned threshold to be cost efficient and considered a profitable investment for the BESS’s owner.
To be considered profitable, the LCOS of the battery must be less or equal to electricity unit price paid by the customer. The electricity price considered for Romania is 0.1734 €/kWh, which is the average price in the first quarter of 2021, according to EU statistics .
Romania is targeting 8.3 GW of solar and 7.6 GW of wind by 2030. Prosumers (like households with rooftop PV) are growing fast, backed by generous subsidies. But there are growing pains: grid bottlenecks are slowing down connections, prompting new rules and capacity auctions starting in 2026.
