The ceiling price for ground-mounted solar has been slashed from $0.0709/kWh to $0.0502/kWh, threatening the financial viability of large-scale solar projects. Vietnam’s Ministry of Industry and Trade (MIOT) has set new price ceilings for the so-called “transitional” wind and solar projects.
Figure 6 shows the variations in LCOE for Solar PV within the Moderate Technical Potential Scenario and with a capacity factor of more than 10%. In this scenario, the LCOE ranges from $64 USD/MWh in Vietnam to more than $200 USD/MWh in Indonesia.
It was officially set to run between 2022 and 2024, with expectations now pointing to the first quarter of this year. There has been no official confirmation from the Vietnamese government thus far. According to Apricum’s latest data, the country has installed around 18.47 GW of solar capacity.
The 12% Discount Rate Scenario resulted in an approximate 82% rise in the LCOE from the base scenario in Brunei, which is a significant increase. The average solar PV LCOE in Indonesia decreases from $165 USD/MWh in the Base Discount Rate Scenario to $159 and $113 USD/MWh in the 10% and 6% Discount Rate Scenarios, respectively.
In this scenario, estimated LCOEs for wind range from approximately $42 USD/MWh in Vietnam to more than $200 USD/MWh in Lao PDR. Figure 8 also shows that a significant amount of area in the region is excluded (colored white) as a result of the wind resource quality filter, which excludes areas with capacity factors of 15% or less.
